"Being unwell is isolating, but this program made me feel human again." A growing number of ACT residents are finding renewed independence at home.

A growing number of residents in the Australian Capital Territory (ACT), Ngunnawal Country, are now recovering from illness, injury, or ongoing health conditions are finding renewed independence and comfort at home thanks to the Community Assistance and Temporary Supports (CATS) Program.
Funded by the ACT Government and supported by providers like Life Without Barriers, the CATS program offers free, short-term, low-intensity support for individuals and unpaid carers living in the ACT.
Its goal? To ensure people can safely remain at home while regaining their health, even when other support systems like the NDIS or Aged Care aren’t yet in place.
Eligible participants can receive services from Life Without Barriers including personal care, domestic assistance, and limited help with low-cost, essential equipment. The program is open to ACT residents who may be recovering after hospital discharge or managing temporary or deteriorating chronic conditions without other available support networks.

Katie, a CATS participant, said the program has been life-changing for her.
“I am grateful for the care and respect I have received."
"I want to thank my Support Worker and Life Without Barriers for their continued dedication to providing high-quality, person-centred disability support. It has made a meaningful and lasting difference in my quality of life,” she said.
In Mawson, another participant had found it difficult to maintain their home due to complex health conditions. With help from the CATS program, Life Without Barriers stepped in to provide temporary domestic assistance.
“My support worker, was here yesterday morning and was delightful. He was thorough and there were little touches to his work that said he cared,” said the participant, praising the support they received.
In Page, another CATS participant shared their experience with a Life Without Barriers support worker who’s been helping her live independently despite chronic health challenges.
“They have provided me with impeccable, person-centred support that’s been absolutely crucial in helping me maintain my daily routines and wellbeing. He [the support worker] empowers me to take part in tasks, always showing kindness, respect and professionalism,” she shared.
“He works alongside me, not just for me, which has made an enormous difference in how I view my capabilities and recovery."
"My home is now cleaner and more manageable, I’m eating better, and my mental health has improved significantly. I feel more stable, proud, and well overall.”

Life Without Barriers has a focus on person-centred support. The CATS Program continues to demonstrate how short-term support, delivered with empathy and professionalism, can have a long-term impact on people’s lives, empowering them to recover with dignity, safety, and connection.
“The attention to detail and genuine care I received made me feel seen and respected,” said one participant.
“It wasn’t just about ticking boxes, it was about helping me get back on my feet, physically and emotionally.”
Another participant highlighted the emotional impact of receiving quality support at home:
“Being unwell is isolating, but this program made me feel human again. My support worker shared stories, listened, and helped me feel hopeful. Even my cats love him, and they don’t trust just anyone!”
Who is eligible for the CATS program?
The CATS program is available to permanent ACT residents who lack informal or funded supports during recovery. Services are free and offered for up to six months for participants, and 12 months for carers. The program is especially vital for those transitioning from hospital or navigating access to longer-term services like the NDIS or aged care.
